Oh whoops, forgot to answer about the tablet - no there is no significant difference or benefit from vectoring with a tablet or mouse. Some tablets (like mine) have the ctrl/alt/shift/zoom buttons on them to make it a faster process, but other than that, there's no need to use a tablet to vector.
from wut ive gathered you have to trace around the character twice, once with the normal pen tool setting and the second time with the "subtract from shape area" setting, is that right?
Ah, no. Just like in the squiggle I made, you have to line along BOTH sides, to make a shape, and then put those multiple shapes together and hide their ends under each other (don't worry they won't show if they're all the same color and in the same layer). Together all the separate shapes line the whole character. So you use the "add to shape area" instead to add all the line parts. Don't use subtract, unless there are circles and isolated areas to subtract later. :)
